There are two main temperature scales.
・°F: the Fahrenheit Scale (used in the US)
・°C: the Celsius Scale (used in most other countries including Japan)
They both measure the same thing (temperature), but use different numbers
The conversion formulas between °F and °C are
[°C] = ([°F] - 32) × 5/9
[°F] = [°C] × 9/5 + 32
|°C（Degrees Celsius）||°F（Fahrenheit degree）|
So, please consider that
38.0°C → bad 39.0°C → severe 40.0°C → very severe
